Does an impacted tooth always have to be pulled?

Most of the time, yes, impacted teeth will need to be removed because they can develop cysts. But, there are instances where the impacted tooth is so far up and it is not really doing any damage to the other teeth or it is close to the nerve, so leaving it alone may be a better option.
